Your chances at the top schools are quite good. Solid experience, CFA, CA, and into Development Finance. You should be up for some financial aid as well.
The only two slight hitches to this are your GMAT score (you might be able to get in at significantly less than 700 as well, but if looking for aid as well, try and get as close to 700 as possible), and your experience (12 years+ is a bit much for most schools). However, we are sure that the second one can be overcome with good essays and explaining how an MBA fits into your plans now, while the former is something you are already working on.
You should perhaps also look at the Sloan Fellows programs at LBS, MIT, and Stanford in addition to full-time MBA programs.
