It's really hard to say since the IR section is so new. Most schools say they look at the IR, but aren't really weighing it this year. On the other hand, scores on the margins do stand out. Without the IR, your GMAT is competitive. I would say apply and see how you do. If you get in, great. If you don't, obviously you will need to retake. Hopefully they will see the score as anomalous.
