I vote for "B".

Because it uses "like" to compare nouns ("present") and "as" to compare actions ("discussed").

I have no idea why I said earlyer that the answer is B (this one sucks, it uses "like" to compare actions). I think is E now.

IMO A makes a wrong comparison, there should be a "was" after "weather".

I understand that stolyar has given the official answer of A. However, I would like to understand why D is wrong.

D fits into one of the idioms given in KAPLAN. So (adjective) as to be (sdjective) The example sentence given in KAPLAN is

My new computer game is so entertaining as to be genuinely additive

I think in the given question, the words "present" and "discussed" act like adjectives.

E means that the weather was often present and often discussed. But how can the weather be often present? It is nonsense since the weather is ALWAYS present
