B-C-D can be cancelled outright- they make no sense.

In A, it sounds as though the scholars themselves were based- modifier problem.

E is correct..(using...scholars)

B) Progressive verb 'basing' is not appropriate
C) 'with' is wrong
D) Sentence is awkwardly phrased

Comparing A and E, E is better. (A) can cause confusion with the use of 'based on'

(A) Based on accounts of various ancient writers ---> "based" creates a passive meaning here as if "scholars are based"

(B) Basing it on various ancient writers’ accounts ---> what is "it" ?

(C) With accounts of various ancient writers used for a basis ---> we need the thing done after this phrase not the subject "scholars"

(D) By the accounts of various ancient writers they used --->"by" is not correct. "they" is ambigous

(E) Using accounts of various ancient writers ---> Correct. "scholars using..." correct modifier

In 'A' "Based on" is modifying noun after comma i.e. Scholar so answer is "E".
