The underlined sentence in A, which is a introductory phrase, is modifying the noun "scholars". The meaning would be: "scholars were based on accountants....". This is wrong. B, C and D are clearly wrong. Only E is correct. By using the introductory phrase "Using....", we modify the action expressed in the independent/main clause. It gives us more information about how it was done.

OA is E.

Underlined phrase is a modifier. E correctly modifies scholars (what are the scholars doing?)
