D it is

30-total games
Atleast 23(30*0.75=22.50)-total win needed
17 already won
hence 6 to be won (out of remaining 10 matches)

If you lost 4 more games the ratio would be 17/24. 3/4 = 18/24. So you could only lose 3 more games.
