BE+Present participle

Hi,

I read in one grammar book(the most famous of modern times) that auxillary verb form BE should always follow a present participle.
and has/have with a past participle.

However, I have been using BE+Past participle since my school days, and it seems very odd me to digest this at this point of time.....
For Example,
Consider the sentence,
He should not be hooked onto this.

Can someone help me understand whats wrong with this sentence. Else, it will always be,
He should not be hooking onto this.

BE+past particple is used in passice voice.

Whereever you see BE+past participle, you can say its a passive voice even if the modal or auxilliary is deleted to create an absolute.
