I guess more than that " tried to" is appropriate!

I cannot agree more. 'HAVE TRIED TO INSTITUTE' is obvious ... It definitely cannot be 'HAVE TRIED INSTITUTE/INSTITUTING' ... so did not want to stress on 'TRIED TO'. But again they key is 'Because' and 'Have'.
And (C) correctly uses them.

Unless I am completely falling asleep, the only difference between A and C is the use of the gerund form versus the infinitive form. I chose C, but is this an example of the GMAT preferring the latter form?
