I chose C over A.
A - sounds like "R&A expenditure are required to survive".

It is B. It rightly tells about firms which are used in 2nd part of the sentence 'such firms'

Since "Such firms " is there in 2nd sentence so 1st sentence must have firms .
so B and E remain and

between B and E I choose B because

such firms refers to those firms which incur higher expenditure so "of firms " makes sense.

where E talks about any firm in this industry.
