Because there mentions SUCH firm so we need to show FIRM before SUCH FIRM. However I do not satisfy with OA (B) because "REQUIRE OF ST to do st" is not idiomatic.
REQUIRE THAT or REQUIRE TO do st sound better!
REQUIREMENT OF ST is idiomatic.
