E. "..tried to recycle so that cost"...to wordy it should be simple like "..tried to recycle to reduce the cost.

Correct choice is A.
E - changes the meaning. "Tried to recycle" in E vs "Have tried recycling" in the original.

A should be correct... and reason for E not being correct- 'All kinds of paper is the biggest single component of municipal trash, so many municipalities have tried to recycle so that the cost of trash disposal could be reduced.'
all kinds require a plural verb 'are'...usage of 'so' at two places does not serve any purpose...moreover 2nd half of sentence is wordy with words like 'could' etc

Paper is singular and it should be "components of".

and i think All kinds of paper is singular hence it requires IS and not ARE....
and more over i think "have tried recycling to reduce the cost" isnt awkward?

I think E is RUN-ON sentence. It combined 2 Independent clause with the use of comma.
A is correct

Paper of all kinds is singular. since of is a middleman as given in manhattan Gmat prep It is similar to "the building of tall skyscrappers is" not are

I chose A. Considered C... but it reads "paper...are" which makes no sense. 'of all kinds' could be removed, and the subject and verb should agree.
Also, 'tried to recycle' does not have the exact meaning as 'tried recycling'--- at least IMO.
*tried to recycle suggests: attempted to recycle
*tried recycling suggests: turned to recycling (as a method).
Not sure if this makes sense, but that was my reasoning.

I think it has to do more with meaning related between A and B .
(A) Because paper of all kinds is the biggest single component of municipal trash, many municipalities have tried recycling to reduce the cost of trash disposal.
" have tried recycling to reduce "--> states the actually tried the process of recycling(like actual action) so that cost of disposal is reduced.
(B) Because paper of all kinds is the biggest single component in municipal trash, many municipalities tried to recycle so that the cost of trash disposal is reduced
" TRIED TO RECYCLE - states that they have done all preparation and planning to recycle but may not have done actual recycle process ( To recycle is an idea/goal but not actual action)
Analogy - I tried to get cheap tickets to Italy ( means still in process of getting tickets ,may be browsing,check sites etc But still not got tickets)
Have tried ABCtravelagent to get cheap tickets. ( means i actually got tickets for cheap price from that particular site).
One more split seems like COmponent In and component OF --> I would prefere component of something as better usage.
