"Kinds"... and "is" do not agree... Kinds requires a plural verb (are).

As such, I think A is correct. OA?

B is awkwardly phrased. Is reduced at the end of the sentence is wordy and awkward

This is testing singular/plural verb form. The subject will dictate which form to use.

"paper of all kinds" is singular. Paper is the subject. "of all kinds" is a phrase that modifies Paper. The verb form should be "is. Eliminate C.
"all kinds of paper" is plural. "All kinds" is the subject. "of paper" modifies it. The verb form should be "are" Eliminate E.

paper being the single component in municipal trash and efforts to reduce trash disposal are continuous thoughts and should not be disconnected by "and" Eliminate D.

B is wordier.

Answer: A
