If you join two sentences with "and" and you don't use a comma, then you can't repeat the subject
For instance

Peter ate an apple and drank water. Correct
Peter ate an apple and he drank water. Incorrect
Peter ate an apple, and he drank water. Correct.

Another problem with D is the end of the sentence

there is an increasing view by the military as a threat to security
what is viewed as a threat to security?
I believe this doesn't make any sense

Couple of things I noticed are 1. All choices are talking about submarines ,but author might be intending to just talk abt this one submarine.
2. Parallelism when you are joining 2 things using "and", A and B

Is it C? I don't like being as a guest on my answer choices but seemed that I really had not much of a choice on this one.
