between B and D, i prefer D because,

1. to be the most elaborate social structure sounds better than to be the animal kingdom's most elaborate social structure

2. next to .....is better than after........

i thought the problem was idiom, but now it seems that the problem is comparision.

C)is the most elaborate social structure in the animal kingdom next to that of human beings

(B)..it really has to be between B and D because the correct idiom is "believe to be" so if not D then it has to be B

I agree with C.

the latest studies of bee colonies, which can include up to 80000 indivisuals, shed new light on what some scientists believe is the mosy elaborate social structure next to human beings in the animal kingdom
A
###illegal comparision

B) to be the animal kingdom's most elaborate social structure after human beings
###illegal comparision

C)is the most elaborate social structure in the animal kingdom next to that of human beings
###correct comparision. also "is" is a form of the root verb "to be" - depending on the tense, "believe to be" can change to "believe is/are/was/to have been etc"

D)to be the most elaborate social structure in the animal kingdom next to human beings
###illegal comparision

E)is the most elaborate social structure disregarding that of human beings in the animal kingdom
###misplaced modifier "in the animal kingdom"

It seems the key is not 'believe to be' or 'believe is'. It's the matter of comparison. :?
