I think its B.
C requires a conjunction before that.
Otherwise it says medical refuse provides an explanation.

I would go with B.
problem i think with C -
It is not clear, what does "that" refer to. Does it refer to "local hospitals" or "garbage".

what do u think guys ??

(C)Oceangoing garbage scows dump medical refuse, believed to have originated from local hospitals, that ******don't know what the 'that' is referring to***
