Best country to do MBA in current world economic crisis ?

Hello,
I have around 8 years exp. in IT, 3 years in India and 5 years in USA. Currently, I am working as Project Manager in Fortune 500 company. Now I feel that I need MBA to climb up the corporate ladder.
Reg. career goals, I am looking for general management roles in IT industry. Functions in IT management would be operations/Audit/new business. Role areas : sales/project management/Corporate Audit/Business Development etc. Dream Company would be Google/IBM.
I am an Indian. I would appreciate to get other views on "which country outside India would be best to do MBA in terms of Tuition fees, ROI, Visa, Better job perspectives in current world economic turmoil".
I have gathered some information but can't rely on it totally. Here is the summary:
USA : Best in education but Visa (H1-B)/Job market for international students getting worse these days
UK : Another good country in terms of education but Visa regulations even tougher.
Canada : Good in education but Job market is not that good
Australia : ok in education but Job market not that good for MBAs, It's good for IT professionals.
Singapore/HongKong : good in education but job market is good for Finance not for General management roles in IT industry.
China : Ok in education, best Job market but Language is a problem.
Please let me know if any other information is required to answer my query. This topic may have been discussed previously but I couldn't find that post and hence post it here.
