I am scoring around 610 - 630 on practice tests and understand that I can not merely do practice problems to improve my quant score. I think if I go back to the basics and then practice practice practice, I will be more successful in my efforts.

What would you consider the best study guide for Quant basics?

I used the Kaplan GMAT Math Workbook and found it to be very helpful with the fundamentals.

You may also consider the GMAT Hacks Math Bible. I believe it's a soft copy, but it has great reviews.

Try Manhattan GMAT math series. It covers basics of math in detail for GMAT with exercises and their answers.

Mgmat Math Series' Third Edition is more thorough and has included explanations for higher-level questions as well. I would highly recommend the series.
