I am going to gamble and bet on A, only because I think D is not logical.
In D, "should" is just an anonymous opinion, and should have no bearing on contrary opinions.

many thanks!!! I guess the main problem with A is a word "many". A) Gambling is illegal in many states and countries. Because of "many", there is possibility for existence of a country or state, where gambling is legal.

D - this is a sufficient condition which makes the argument valid if true. Know the difference between Sufficient and Necessary Assumptions. Sufficient Assumptions guarantee the conclusion of an argument is properly inferred. The addition of a sufficient assumption to the premises guarantees the conclusion is valid. Also, sufficient assumptions tend to me stronger than what is required to prove the conclusion is true.
