This is a little confusing without the underlined section, but I lean towards C because it sounds like a "whether or not" explanation is needed.
C does seem pretty wordy, however, and has some agreement issues with .
I also like B, but don't you need the "or not" with that "whether"?
Whatever, now I'm as confused as nehanishika.
Please advise!

It should be B. It is not necessary to add "or not" with "whether". C is too wordy.

Go with B. Rememberthe simple rule : Whether almost always beats if on GMAT

Another vote for B. Although a little lengthier than A, which might be a choice for many here, it provides a grammatically correct answer.

GMAT actually discourages use of 'whether or not'.
B is fine.

"if" is not permited but "weather" is permited to used to say "happen or not" . This is different from general grammar
capability of doing
is idiom
ability to do
is idiom
those 2 points are in general grammar
someone's ability to do
is idiom
ability for someone to do
is not idiom
pls, confirm/modify thank you
