Bill: Smoke-detecting fire alarms can save lives. I believe that every apartment in this city should be required by law to be equipped with a smoke detector.
Joe: I disagree with your proposal. Smoke detectors are just as important for safety in private houses as they are in apartment.
From this exchange, it can be inferred that Joe has interpreted Bill’s statement to mean that
(A) the city should be responsible for providing smoke detectors for apartments
(B) residences outside the city should not be equipped with smoke detectors
(C) only apartments should be equipped with smoke detectors
(D) the risk of fire is not as great in private houses as it is in apartments
(E) the rate of death by fire is unusually high in the city in question

C for me...
If you observe closely, Joe's reply has a marked contrast to Bill's... Joe says that he disagrees with the proposal... He goes on to say that private homes are as important as apartments are... This is the key...

Only C conveys this info...

Sorry but I still don't understand the key to solve this question.
Bill says that he thinks that every apartment in the city should be requierd by law to be equipped with a smoke detector.
Joe says that he disagree what means that he doesn't think as Bill does = apartment shouldn't be required by law to be equipped with smoke detectors...
What am I missing?

Joe questioned why only apartments? why not both private houses and apartments.

(C) paraphrases the word presented in the stimulus in different words , hence this is the correct answer ( As per Power Score CR Bible )
