I vote for C. Since the subject is "one of the substances", it's a singular form. So A and B are out because of "tell". E is out because "will tell". So down to C and D. D sounds too redundance by using "when" on both. I consider the setence as "become (active or remain)", so I chose C.

"one" is a quantifier that refers to only one thing. so usually "one" is followed by a singular verb, but in this case "one" is followed by a restrictive clause "that..." and the clause refers to the nearest noun that preceeds it. thats why "that" refers to "substances" and the verb that follows "that" must be plural. its A).

I think the sentence should be taken as
one of the (substances that tell..)

Another one for A. C & D should be eliminated because substances is plural so "tell" is the correct verb. A is the best answer because of parallelism (both when to become active and when to remain)

Forget about singular and plural. B, C and D are wrong because the correct idiom is both X and Y. E is not parallel at all. A remain
