Simply put, your odds depend on the year.
While there are great advantages to applying R1, one of the big disadvantages is that schools put a lot of R1 candidates on the WL as they want to see what their entire candidate pool looks like before making final class decisions. They also want to see what their yield of accepted applicants is before they start pulling off of WL. However, do not give up hope as more and more schools are using the WL for this purpose.

There are steps that you can do to continue to enhance your candidacy and make sure that when they start to pull of the WL that your application is on the top of the pile.

According to last year's Booth WL thread, it seems that Booth admits from the WL more than other schools. Although that's just pure, hopeful speculation on my part...

Waitlisted as well. 26/M/India. Management consulting and Impact investing background from a top private university in India.

One men mentioned in the thread. I think the biggest problem is that many international students won't have enough time to get a visa if we can't get admitted in R2.

When my interviewer applied a couple of years ago he applied in R2, waitlisted, and admitted in R3. He said that he had more than enough time to take care of the visa arrangements.
He even said that he had some time to travel a bit before classes began.

27/M/USA (live in China). Accounting/fin. controls at a transportation company in China, then ops management at another. Some independent consulting work in my spare time (helping set up WOFEs, airport mgmt. projects).

Yes Booth does admit more from WL than other schools, but Booth also tends to have a lot more candidates on the WL than other schools. The chances of getting an admit from wl vary from 10% to 30% depending on the acceptance rate of admitted candidates (got the numbers from the last year wl thread). The adcom have some rough yield numbers in their mind and accordingly rollout invites. Also about 20% of the Booth class is made up of students who were on wl at some point of their application (got this data from the previous year thread and from a chat transcript with Booth adcom).. The soonest we will hear from the adcom on our candidacy is on R2 decision date. On this date some of us will be accepted, some dinged and a lot of us will be put back on WL. We can theoretically be on the Booth WL till the orientation day for Fall 2013, so we have to be very patient throughout the process.
