BUT I made a mistake.....

(B) is looking at its waterfront to improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract

looked at
when to chose which on of these

Looked to - means you are expecting something from the thing that you are 'looking to'. 'He looked to the skies for ...' or above SC question
Looked at - Is straightforward. Just looking at something. 'He looked at the skies to see the stars.
Pls correct me if I am missing something.

is vs are, we're just pointing to one communities -> cleveland
Between A and B, I'll take A. B suggests the waterfront is doing the work of improving quality of life.

C should be the answer.
need are as verb of that and that refers to either "a large number of communities" (or the Great Lakes). i am not sure. as per rules it should refer to the gr8 lakes but sometims the rule also has exceptions. so, anyway "that" is plural and need plural verb "are".
A/B wrong. D is also wrong because pronoun "it" has not clear referant. E is awakward.
