Answer A is incorrect because it includes "so" but does not use the second part of the structure "that." The correct sentence should be"when aviation was still SO new ... THAT..."
Answer B repeats the original mistake and thus we don't need to analyze it further.
Answer C uses the incorrect pronoun "where" to refer to time (so "when" should be used). Moreover, we should not use "earning" because it gives an impression that Rolph was earning speed records and he held them at the same time - illogical.
Answer D is in general very awkward and it uses the incorrect structure "so...such that."
Answer E is the correct choice.
