A. correct
B. too vague and awkward
C. passive voice
D and E. incorrectly uses they to refer to the singular noun the CIA

D and E are wrong with they/ them because the Central Inelligence Agency is singular since we think of CIA as a group rather than individuals.
C is redundant.
Between A and B, I go for A coz it, with surbordinate phrase, clarify what the power is.

Cosider between A and B. For it seems awkward so eliminate choice B.
That leaves A
