I believe it is grounds + for + noun/noun phrase.

I liked (C) the best.

D sounds good keeps everything in present tense.
A has a problem( to be in opposition of) with tense.

I thought this one would have been good. OA is C. Commit this to memory also as it is similar to one of the OG questions
idiom is
grounds for + noun/gerund
grounds to + verb
