I am with C.
Here is a rule posted back on this forum about the idioms with ground

grounds + for + Noun or Gerund

grounds + to + Verb

So B is wrong cause its using Noun (opposition) after to .

C is right cause its using "Gerund"(opposing) after for.

1) "grounds to be" is wrong.
2) "to oppsition of" is wrong, unless it's "to oppose"
3) "for opposition of" sounds good.
4) "grounds that" is wrong.
5) same as 5.

Plz correct my logic if I'm wrong....thx.

my question about C is:

shouldn't it be ' ... has strong fiscal grounds for theopposing of the plan proposal' ?

In what situation do we need to use 'the' in front of geround/noun of ?

I questioned the motivation of his proposal.
The company announced the openning of a new R&D center in Bangalore.
