between B and E I choose E. "Protecting the public" in B does not sount right.

A/D are out. It basically says a qualified physician can only prescribe medicine, not do anything else.
C is out. Changes the meaning. Here medicines are protecting the public.
Left is B and E.
Will go with E.

Yup E's the answer ... first three options are anyway out .. do not make much sense , law protect people ..not by law protect people.... left D and E .. D too says something which narrows the scope .. will go with E only..
