In my opinion the best answer is C, because C uses these companies.

Agree with C. It is the only choice that has clear reference to companies.
It also properly uses idiom not only X but also Y, and hence is ||.
Other answer choices fail to do so.

B, D, E are not parallel
A does not have clear reference to "them".

A- looks fine
B-but it also..> no
C-wow...now, A is wrong (could mean customer were forced to offer comp prices!)
D-clumsy..not has only ..
E-not only , but it also - wrong

I go with C

Clear C
idiom: not only X, but also Y
B, D, E are out because of incorrect idiom
A has unclear reference - "them" - which can refer to "other phone companies" or "customers"
