I'm a Caribbean applicant working in the US. I received a congratulatory call at around 3 pm eastern. (I applied in the January round.)

I missed a call (in a meeting) from a Hanover area code around 2:30 (Central) today... Am I safe in assuming they don't call rejected applicants?
