Why don't you think a 650 is enough? I know a lot of my colleagues who had GMATs in that range and they obviously got in.
Since today's the 4th, you probably already wrote it. If you've been thinking of applying for a while now, it shouldn't take you more than a week to finish your application, unless you just started looking at Rotman recently. My advice is to apply as early as you can with a complete application, and what I mean by complete is a submission that you cannot hope you improve any further. If you don't think you can do this by the 11th, then apply in the next Round.
In terms of admission and scholarship chances, I'd say there's not much of a difference between the two Rounds, as it's still early in the admissions game. Better than worrying about chances, worry more about having a complete application that you can be proud of and say that you did your best in.
Also, if you're in contact with one or more of the admissions team and have built up a good rapport (and what I mean by this is that they know who you are by name, know your profile off the top of your head, and maybe even check up on you to see how you're doing in your application so far), you could always submit a complete application with your first GMAT score and let them know you're doing another one and you will be submitting later. I know some of my Rotman friends did this and there were no issues. But this is a gamble, you need to be confident your second score is higher and significantly so. Going from a 650 to a 660 doesn't really mean anything...
