I have to choose from two people - one who has a higher title than me at work, but is not a direct manager/supervisor, and the other is a person who supervised me for some extra-curricular work(who is just 1-2 years older than me). I do not know which one should be my peer reference and which one should be the 2nd recommender!
A peer should be someone you have worked closely with, and should not be your supervisor or subordinate. It does not have to be someone with the same or similar title. For example, I am one of two Business Analysts in my firm. I would either take a peer reference from the other Business Analyst, or the Operations Manager, with whom I interact with on a daily basis.
If you find it difficult to select which peer to go with, then you might want to look at it this way "who has some really good (real) stories about me that he/she can write about?"
