I think that as long as you put in a strong application for davis and irvine, you should have a fairly good chance to get in (write great essays to answer the prompts and ace the interview). Currently, your GMAT score is probably the biggest handicap, given the fact that you're an international student. While Irvine's average is probably 660-ish, Davis is inching closer to 700, with the most recent published data of 684(?). With that said, you're 650 is not far off, which leads me to believe that you should have a shot, as long as you can convince the AdComs why you need this, why you need this now, and how your skills are transferable to your post-MBA goals.
