Can someone please explain to me why the answer is C and not D. I thought the subject portion of capital is singular, therefore its verb should also be singular (was).

Art museums do not usually think of their collections as capital or consider the interest income that would be generated if a portion of the capital would have been invested in another form.
(A) be generated if a portion of the capital would have been
(B) have been generated if a portion of the capital would have been
(C) be generated if a portion of the capital were
(D) be generated if a portion of the capital was
(E) be generated if a portion of the capital had been

Option talks that "If a portion of captial" that means capital consists of many portions. Thereby were needs to be used rather than was.

For example,
If I were ( not was ) president of the firm, I would change several personnel policies.

Its a subjuctive mood to be considered here.
