Yes. You can write on it and that is what I did during my last test. Also, this may be very obvious but make sure you use your break to erase whatever you do not need to give yourself space. The last thing you want to do is run out of space during the test (which unfortunately happened to me). I wrote big and draw big to avoid careless mistakes or to confuse myself.

On my exam, when I went back to my seat after break there were 2 minutes left on the timer. Invigilator came along with me to enter the admin password to start the section. I told her to wait so that I can write ABCDE grids on the rough sheet. But, she said if you are back to the seat you are not allowed to wait. So, by the time she was entering the password, I wrote down the grids.

I was not allowed to write anything on the yellow pads before the section time started or during the breaks. The proctor made sure to take away my old scratch pad after the Quant section when I took the break. I was given a new scratch pad for the verbal section only after I was signed in.

As per GMAC, test-takers are not allowed to write anything during the break. But, I didn't see any rule which prohibits sitting at desk during the break. Some test center coordinators take the rules very hard and make it stringent while some other does not become very hard on test-takers. It is really the decision of test centers on the degree to which they would apply the rules.

Pardon my ignorance. Is the pad just a normal paper pad and a pencil to write with?

While GMAC has some specific rules such as you are supposed to have only one scratch pad and two pens while taking the test and nothing more than that. The first time I took the test, the proctors themselves gave me 4 pens as the get dry sooner, while in my recent test the proctor told me the rules and asked me raise the hands if I need one.

The pen is a actually a wet erase marker with a much finer tip than normal markers.
