the Netherlands did and nearly twice as much as France's consumption
the Netherlands's and nearly double what the French consumption was
the Netherlands consumed and nearly twice as much as the French did
what the Netherlands did and nearly twice as much as France's consumption
what the Netherlands consumed and nearly double the French consumption

C is not parallel: Canada, The Netherlands, and THE FRENCH (???)--should be France.
I vote for A.

The correct answer is "C". Choice A is wrong because it does maintain the same tense throught out the sentence. The only choice that does is "C".
