i dont know what i am doing wrong i always endup with 67/16

yep you are right:

1/2+[(2/3*3/8)+4]-9/16=

1/2+[(1/4)+4]-9/16=

1/2+[17/4]-9/16=

8/16 + 68/16 - 9/16 = 67/16

If I go by the answer(0), I think the question should be:(notice the 4 is divided)

1/2+[(2/3*3/8)/4]-9/16=

Replace +4 with -3/16 to reach upon desired answer...!! :P

Explanation:
Actually the question is \frac{1}{2} + [(\frac{2}{3} * \frac{3}{8})/4]- \frac{9}{16}
==> \frac{8}{16} + [(\frac{1}{4})/4] - \frac{9}{16} = [\frac{1}{4} * \frac{1}{4}] - \frac{9}{16} + \frac{8}{16} = \frac{1}{16} - \frac{1}{16} = 0
Couldn't find the symbol for dividing, so used fraction symbol which is confusing but divide sign 4 = multiply sign 1/4.
Which is option E :)

Note: It was not +4 instead it was (small brackets values) sign of divide 4 inside the large brackets. (Be careful with signs on actual test)
