Seems C. but whats wrong with B? pronoun "it" problem?

I will go for C as well...
"used it to help in building" seems awkward in B ("used it to help build" is better), although I think pronoun "it" looks ok.

I guess "it" is ok but "help in Ving" is not correct. It is unidiomatic.

Yes, 'it' in B is correct. However "used it to help in building" is unidiomatic.

Hey Prof,
You forgot the construction: help + bare infinitive. Thats why B and D are out.

In C, what about the ambigious phrase......... Did they receive the capital after WW 2 ? or did they use the capital after WW 2?

Huge sums of money is plural, so the pronoun "it" should not be used.
