• have been (needs singular tense)
• were wrong verb
• has been being too wordy and awkward
• has been correct

have been Correct except Capital gains tax is singular
were again, subject verb agreement error
• has been being, No reason to use present perfect progressive
• has been AFTER POE only the best one out of the choices

I think this question is way too easy for 600-700 question, ,should be in the 500 pool instead.

easy one, tax is singular so need "has", and has been being is just blatantly wrong
