Are we supposed to use capitals (i .e. upper case) after a colon?

Rest assured that the GMAT SC does NOT test capitalization at all. That is simply not covered. Use of colons is relatively rare, although they do occur. Technically, if what follows the colon is an independent clause (something I have never seen on the GMAT), then in American English it is often (though not always) capitalized, and in British English, it is not capitalized. The GMAT scrupulously avoids any issue that would be "correct" on one side of the ocean and "wrong" on the other side, so you definitely will not see this tested.
