Is 'The government' singular or plural...

The government are announcing an important decision. (UK - English )

The government is a constitutional monarchy.

The government is announcing an important decision. (US - English )

The government is a republic.


I under stand all the above sentences are grammatically correct. But how do we play safe. Any golden rules to follow??
