Robg, in your case, I think it really comes down to how you present yourself, especially considering both your gmat score and gpa are below average. Your essays will be critical in giving the admission team a compelling reason to at least give you an interview. If your communication skills are strong, of course there's a chance. TBH though, I don't think the odds are in your favour.

Hi,
Based on the time stamps, how did you possibly apply for Fall admission in August?? Did you have to request for special permission or did they extend the deadline last year? And/or do they often extend the deadline? This year's deadline is tomorrow (whoops) and I'm considering putting it off or not applying at all, but a little bit of extra time would always be helpful.
And, out of curiosity, were you accepted? Even though your chances were a little slim? If not, did you reapply for this year?
