I will alsopick B. In the option A it is not clear if .. the city was largest in the the 17th century or it had population of 1 million in 17th century.

was the largest city in the world ......should be accompanied in the 7th century...because it was largest city in 7th century and not now.....
HERE IS HOW I UNDERSTOOD.......
B. was, with more than one million inhabitants, the largest city in the world in the seventh century -- CORRECT
C. in the seventh century, had more than one million inhabitants which was the largest city in the world -- WHICH IS MODIFYING INHABITANTS
D. having more than more million inhabitants and being the largest city in the world in the seventh century ---- TENSE PROBLEM.....SHOULD BE IN PAST TENSE..any expert on tense..pls comment....
E. with more than one million inhabitants in the seventh century, the largest city in the world--the largest city in the world IS DANGLING...DOES NOT REFER TO CITY HERE[/i]

I choose B. In A, "with more than .....in the seventh century" seems to modify the world, not Changan.
