answer is B. The key is retaining "to". "to" is the trace of " to cost" in grammatical jargon.
For example, in 1 "is" is the trace of "is earning".
1. He is earning more pay than is any other
2. It originally seems that they cost (unraised)
3. They originally seem to cost ( raised "they")
2 and 3 are equivalent transformations.
