Not sure whether just replacing few words and company name but keeping the question as assumption qualifies for rephrasing.
At the least the question could be changed from assumption to strengthening when used for marketing...

Just my 2 cents..

It is quite confusing because argument states that Chema has two options to reduce harmful emissions from its factory, but it is not mentioned that can invest in both...

Although two options have been mentioned regarding the reduction of emissions, the argument emphasizes more on the fact that one is more effective than the other. No where is it mentioned it can invest in both - that is true, but at the same time the conclusion being claimed is that, "Chema is doing the most it can do to reduce harmful emissions...". We can see two things here,
1.we are not concerned about whether they can invest in both or not as we do not know that
2. what we do know is that chema is clearly not doing the "most" like they claim they do.

They would be doing the most if they were utilizing both options.
Focus more on the most part and what assumption could lead to a breakdown in the conclusion.
