I'd like E a lot more if it started with "where".
After all, one doesn't ask "Who is Chicago?"
But I was never good at that stuff, anyway.

I'd say E. E is not perfect , i.e. where would be better but we have to go with the best choice not the perfect one.

Not getting infuenced by posts of other GC members ..I would like to go for A.
'Where' seems much more right than 'Whose'.

A is incorrect because it compares 2 disparate things: industrial growth in Chicao to a city.
E is the only choice which fixes this.

official answer is indeed (e), but is it right to refer to "city" as "whose"? this hesitation of mine was the only reason why i did not choose (e), although everything else is in good and proper place in this sentence.
