Great question! I think you should go with your Past Proj Mgr @ Current Company. The reason I say this is because it's an entirely different type of work. A client can provide a very compelling recommendation and, in some cases, really shed light on a different side of your personality. However, you've only been in consulting for a year and you need to show your professional growth in both the roles and the industry at large. I like the juxtaposition of your previous employer in engineering and your current one in consulting. A client would be great but I think the more clear choice is the consulting project manager.
Also, I agree - exclude your current manager. The schools will understand!
