Hello, I've reviewed the link ever discussed, but I would like to know what's wrong with choice B.

I think B is not related to population while the "live and work downtown" is a restrictive clause refering to population so that is neded and which is unappropriate.

I choose C

I think I solved this question multiple times and got it wrong all the time. Will go with B this time.

My answer is A. It's parallel and uses right verbs.
population ..lives, works and provides

BTW, I don't think that ETS permits "and also". It's redundant.

I believe it's C

City planners in Detroit hope that the renewal project extending along the eastern riverfront will establish a population that lives as well as works downtown and also provide the office space needed to attract new businesses

Remove the participial phrase in blue to simplify things

City planners in Detroit hope that the renewal project will establish a population that lives as well as works downtown and also provide the office space needed to attract new businesses

The verbs in red/blue should be conjugated with the proper nouns they refer to. As a matter of fact, the "population" cannot provide the office space, it is the "project" which will do so.

Lets see how it sounds
B ===> will establish a population to live and work

instead
C===> (my choice )... will establish a population that lives as well as works downtown and also provide

if you break the sentence its still stands good :

will establish a population that lives as well as works downtown
will also provide the office space needed to attract new businesses.

C.

In B, "estbalish + O + to " is a wrong expression like "demand + O + to" is wrong.

This is what I heard from my GMAT teacher.

Additionally, B changes the meaning of the sentence by quoting that the purpose of the project is to have people work in downtown. The original sentence says the project is undertaken to move the population to riverfront
