i'm going with C.

A. neither person differentiated the type of cancer. in fact, it would seem the type of cancer is besides the point. the point is whether the plant causes cancer (in general) or not.
B. this seems to be out of scope.
D. just because the plant uses and produces cancer causing chemicals doesn't mean they are to blame. it does nothing to refute whether the cause of the cancer is indeed the wells or not.
E. if cancer causing chemicals have flooded the wells for decades, this would seem to strengthen the boards statement.

whats the OA?

Answer is C

Civic Leader: The high cancer rate among our citizens is the result of hazardous material produced at your plant.

(A) The statistics do not differentiate between types of cancer. (Out of scope)
(B) Nearby communities have not changed the sources of their drinking water. (doesn't weaken the board's conclusion)
(C) Cancer-causing chemicals used at the plant are discharged into a nearby river and find their way into local wells.(Weakens by saying that the plant pollutes the wells)
(D) The plant both uses and produces chemicals that have been shown to cause cancer.(Doesn't mention how it affects the citizens)
(E) Some of the pollutants cited by the board as contaminating the local wells have been present in the wells for decades(this statement strengthens the conclusion)
