D seems most meaningful/logical.

Also agree with D, makes logical sense and no pronoun errors as in A, B and E.

Yeah "D" is the correct answer -
1. We need NOUN CLAUSE TO PARALLEL "a possible Russian attempt to seize Constantinople". to generate sentence structure as:
" The British Admiralty and the War Office met in March 1892 to consider X and Y" - X is a noun phrase so we need noun clause / noun phrase to maintain parallelism.

2. "would be" is must here bcoz it says "future in past".
3. In addition to above points: act militarily in A, for dealing in C and for dealing in E are wronly placed.
4. "them" is choice - B is pronoun error.

whats the OA ?

Bhai, please refer to following phrase in "C" -

"necessary militarily for dealing..."

Phrase is not only awakward but also wrong in usage and placement of
an adverb - "militarily" with noun "necessary".

Adverbs and adjectives should be used appositively.

hope this will help,
Dharmin
